Overused Phrases

Once upon a time, someone sent me a sample essay that said,

"at times my reports have gone uninvestigated or even dismissed at the initial reporting stage. On one particular occasion, an intake worker informed me that..."

"uninvestigated or even dismissed." I'm sure this is a technical difference, but if you're the victim of abuse, does it matter to you why nothing happened?
"On one particular occasion," If you delete the word "particular," how do you change the meaning of the phrase?If deleting a word doesn't change the meaning of the phrase, then you didn't need the word.
